I think we had already figured this out, but ebay's devon answered a question on the Selling Board, so we have the official ebay answer: "Here is the additional context from the Ads team:

"To incur ad fees, an item must be promoted at both the time of the click and the time of sale. This applies to both fixed-price and auction listings."
